OGP recommends better controls and standards.
The International Association of Oil and Gas Producers ("OGP") has strongly advocated improvements in the way operators document and control well construction projects.
In response to accidents such as Macondo and Montara, the leadership of the international oil & gas industry has worked together to develop recommendations for improving well incident prevention, intervention and response capability.
Key recommendations:
1) Creation of a new, permanent, OGP Wells Expert Committee.
2) Introduction of a 3-tier review process.
3) The promotion of human competency management systems to ensure individual staff and management teams always have the skills they need.
4) The promotion of a culture that fosters adherence to standards and procedures
5) Recognition of existing internationally and nationally agreed standards as a baseline for industry improvements.
6) New and improved technical and operational practices for the overall governance of well construction.
7) Recommend to industry and regulators that a “two (independent and physical) barrier” policy is in place during the life of the well.
8) During the drilling, completion, and abandonment phases of a well we regard a BOP as a barrier for the purposes of such a policy.
The International Association of Oil & Gas producers (OGP) encompasses most of the world’s leading publicly-traded, private and state-owned oil & gas companies, oil & gas associations and major upstream service companies. OGP members produce more than half the world’s oil and about one third of its gas.
The association was formed in 1974 to develop effective communications between the upstream industry and an increasingly complex network of international regulators. Originally called the E&P Forum, in 1999 the name International Association of Oil & Gas Producers (OGP) was adopted.
